The word "percent" means "per 100" or (in fraction form) "/100". In order to reverse the division by 100, we multiply by 100 instead.
In our number system, we can quickly find the answer to multiplying a number by 100 by moving the decimal in the number to the right by two places.
Ex. 5 x 100 = 500 (The decimal moves from after the 5 to after the second 0.)
This holds true when we change a decimal to a percent. We still move the decimal two places to the right. --> 0.001 becomes .1 Then we include the % sign after the adjusted number.
You are multiplying it by 100, that is why you move the decimal to the right twice.
0.001 is actually 0.1%.
