Any measurement in between 0.10 and 0.15 is closer to 0.1 meters, and any number from 0.15 to 0.20 is closer to 0.2 meters.

In 0.1 and 0.2, 1 and 2 are at the one-tenth place value. So, to determine whether a number is closer to 0.1 or 0.2, you have to look at the digit present in the one-hundredth place value, that is, the digit present to the right of the one-tenth place value in that number. If that digit is smaller than 5, then the number is closer to 0.1, and if that digit is equal to 5 or greater than 5, then the number is closer to 0.2

It is closer to 0.1 meters. The value of the number in the hundredths place determines whether you round up or down. If it is less than 5 you round down (0.1 in this case). If it is 5 or greater, you would round up (that would be 0.2). Since the number in the hundredths place is "2", you would round down to 0.1.
