Surface ozone basically occurs from smog. It is a very unstable molecule--O3. It occurs generally in the presence of NO, CO, and VOC. That is nitrous oxide, carbon monoxide, and volitie organic componds. These react together and and end up being photolysed. It goes through a series of chemical reactions to come out 03. Kind of like this if it means anything.

Like in water dissolves everything eventually. Well, it is the oxygen in the H2O. NO isn't so bad. The body produces it. lol. It is true. It is just not good in the lungs. Body produces nicotine too. Both just not massive quatities.
Ozone, primarily, stays in the atmosphere (Stratosphere) protecting us from the harmful UV A radiation that cannot pass through the ozone layer and reach the earth, if they could, earth's life would be in great danger of dying.
