Yes. While on the Guest List tab of the "Edit Event" page, you will see a box to "Invite People who are not on Facebook via Email." Just list your friends' email addresses (separated by commas) and it will send them an invite. By receiving this invite, they will be given access to view the Event information. They will be able to RSVP there as well. However, they will not be able to see any other Facebook pages unless they register.
Update 22/08/2012: The above option is no longer available. Only Friends using Facebook are can be invited. ...
